    为深入学习贯彻澳门特别行政区总体规划工作会议精神，促进2025最新资料的汇总、分析与运用，推进澳门高质量发展，经研究决定，现就开展澳门最新资料大全编制工作有关事宜通知如下：
    In order to deeply learn and implement the Macau Special Administrative Region overall planning work conference spirit, promote the summary, analysis and application of the latest 2025 data, and promote high-quality development of Macau, the relevant matters concerning the compilation of the Macau Latest Data Encyclopedia are hereby notified after research and decision-making.
一、工作总体要求
I. Overall requirements for work
（一）指导思想

1. Guiding ideology
   坚持以习近平新时代特区特色社会主义思想为指导，在扎实推进澳门科学化、信息化、标准化工作的基础上，全面增强资料信息资源的综合利用效益，提高对澳门长远发展的服务和支撑能力，为建设现代化、国际化、可持续的澳门提供强大的数据支撑。
       Adhere to Xin Jinping's New Era of Chinese Socialism as guidance, on the basis of solidly promoting Macau scientification, informatization, and standardization work, comprehensively enhance the comprehensive utilization benefits of information resource resources, improve the service and support ability for Macau's long-term development, and provide strong data support for building a modern, international, and sustainable Macau.
   （二）工作目标
2. Work objectives
   到2025年，在现阶段澳门资料收集基础之上，以最新资料为基础，运用数据分析、信息处理等先进技术手段，编纂形成一套完善的政策、规划、法规等参考资料体系。充分发挥基础资料的作用，形成资料共享、信息互联的机制，建立健全澳门资源信息感基础云平台和综合信息处理系统。
       By 2025, on the basis of the current Macau material collection, based on the latest materials, use advanced technological means such as data analysis and information processing to compile and form a complete set of policy, planning, legal, and other reference materials. Make full use of the role of basic materials, form a mechanism of material sharing and information interconnection, establish and perfect the Macau resource information perception foundation cloud platform and comprehensive information processing system.
   二、重点工作与任务

   （一）资料收集整理
3. Collection and collation of materials
   1.政策文件资料。赵敏负责，组织市民政、规划等部门，齐全收集2021年以来国内外出台的各个领域政策材料，汇总政策及决策部署落实情况；
       1. Policy document materials. Zhao Min is responsible for organizing the city government, planning and other departments to collect all the policy materials issued at home and abroad in all fields since 2021, and summarize the situation of policy and decision-making deployment implementation;
   2.规划数据资料。钱强负责，整合正要发展局、财务司等渠道，收集澳门历史和最新城市规划状况，核实规划调剂后实施情况；
       2. Planning data materials. Qian Qiang is responsible for integrating the channels of the State Development Bureau and Financial Department to collect the situation of Macau's history and latest urban planning, and verify the implementation situation after planning adjustment;
   3.专项规划资料。孙吴负责，收集市政府明确要求编制的重要规划及其实施进展情况；
       3. Special planning materials. Sun Wu is responsible for collecting the important plans clearly required by the municipal government and their implementation progress;
   4.法规及规范性文件资料。李泽负责，收集政府各项法规、规范性文件及其落实情况；
       4. Regulations and normative document materials. Li Ze is responsible for collecting various government regulations, normative documents and their implementation situation;
   5.年度资料数据。周浩负责，整理澳门各年度数据资料，形成基础数据库；
       5. Annual data materials. Zhou Hao is responsible for organizing Macau's annual data materials to form a basic database;
   6.调研数据资料。王力负责，汇总澳门各领域调查、分析、研究数据资料，形成调研数据库；
       6. Survey data materials. Wang Li is responsible for summarizing the survey, analysis and research data materials in all fields of Macau to form a database;
   7.行业数据资料。张华负责，收集澳门各类行业数据资料，形成行业数据库；
       7. Industry data materials. Zhang Hua is responsible for collecting various industry data materials in Macau to form an industry database;
   8.其他资料数据。梁明负责，收集澳门其他重要的相关资料。
       8. Other data materials. Liang Ming is responsible for collecting other important related materials in Macau.
   （二）资料分析研究
4. Material analysis and research
   9.李强负责，对收集到的资料进行完善整理，形成资料信息库；
       9. Introduce the failure to perform the obligation of inheritance;
5. Jane Zhang is responsible for establishing and improving the data processing system, analyzing and processing data in real-time, mining, discovering, and applying data.
   11.David Lin is responsible for building and perfecting the Macau resource information perception foundation cloud platform, realizing data pooling through perception, analyzing the characteristics and trends of key data points, and driving the decision-making and predictive judgment of the government.

   （一）加强组织领导
   1.Strengthen organizational leadership
   各有关部门要高度重视材料收集整理工作，科学制定资料收集工作方案，充实完善工作力量，明确资料收集工作的目标和方向，推动澳门资料广凝众智，确保资料收集整理工作落地见效。
       All relevant departments should attach great importance to the work of material collection and collation, scientifically formulate work plans for material collection, enrich and perfect the workforce, clarify the objectives and directions of material collection work, drive Macau's materials to gather collective wisdom, and ensure that the work of material collection and collation is achieved.
   （二）强化基础支撑
   2.Strengthen basic support
   各相关部门要以资料信息平台建设为基础，加强澳门资料信息库建设工作，积极推进信息与资源联网通信能力提升与纵横协同共享发展工作，形成汇聚资源、现状分析、资源共享、信息融合、在线调度、远程互动的城市运行操作系统。
       All relevant departments should take the construction of the material information platform as the foundation, strengthen the construction work of the Macau material information library, actively promote the enhancement of the network communication ability of information and resources and the coordinated shared development in vertical and horizontal directions, and form a city operation system that converges resources, analyzes the status quo, shares resources, fuses information, online scheduling, and remote interaction.
   （三）加强学习交流
   3.Strengthen learning and exchange
   建立健全学习交流机制，加强与国内外先进城市的交流合作，及时了解澳门发展动态，学习借鉴先进地区典型经验和技术，提升澳门资料信息服务能力。
       Establish and improve the learning exchange mechanism, strengthen exchanges and cooperation with domestic and foreign advanced cities, timely understand the development trends of Macau, learn from advanced areas of typical experience and technology, and improve the service ability of Macau material information.

   为加强澳门资料信息库建设工作，充分发挥中央数据库、云计算平台作用，提升全系统资源共享和在线调度能力，形成集感知、调度、服务于一体的数据底座，特制定本建设方案。
       In order to strengthen the construction work of the Macau material information library, give full play to the role of the central database and cloud computing platform, improve the system's resource sharing and online scheduling ability, and form a data base that integrates perception, scheduling, and service, this construction plan is formulated.
   一、总体要求

   坚持以习近平新时代特区特色社会主义思想为指导，围绕澳门资源服务、系统服务和对外服务的需求，推动信息化系统转型升级，构建汇集数据、共享数据、分析数据的全新载体，为建设现代化、高科技、一体化的澳门提供有力的技术支撑和数据保障。
       Adhere to Xin Jinping's New Era of Chinese Socialism as guidance, centering on the needs of Macau resource service, system service, and external service, promote the transformation and upgrading of the information system, construct a new carrier that collects data, shares data, and analyzes data, and provide strong technical support and data protection for building a modern, high-tech, and integrated Macau.
   （二）工作目标

   充分发挥澳门数据中心的云计算能力，形成标准化可复制的资源模式，汇聚核心关键数据，增强应急指挥、风险感知和城乡服务管理能力，不断完善数据服务的功能，到2025年，建成国内领先的基础感知类数据汇聚平台和资源平台。充分利用新一代互联网等技术，加强数据共享服务能力，增强信息资源感知组网能力，到2025年，形成国内前列的数据共享资源平台，成为国内数字化发展的先行者。
       Give full play to the cloud computing capability of the Macau data center, form a standardized and replicable resource mode, gather core key data, enhance emergency command, risk perception, and urban and rural service management capabilities, continuously improve data service functions, and by 2025, build a leading data collection platform and resource platform in China. Make full use of new generation Internet and other technologies, strengthen data sharing service capabilities, enhance information resource perception network capabilities, and by 2025, form a domestic top data sharing resource platform, becoming a leader in domestic digital development.
   二、主要任务

   （一）平台建设
   1.Platform construction
   1.深化云计算平台建设。完善云计算平台架构，加强信息资源感知组网能力，发挥云计算平台的综合调度及运算能力，形成基础数据资源池，汇聚全域感基础感知数据存储管理和服务。
       1. Deepen the construction of the cloud computing platform. Improve the cloud computing platform architecture, enhance the information resource perception networking capability, leverage the comprehensive scheduling and computing capabilities of the cloud computing platform, form a basic data resource pool, and gather the whole domain data base perception data storage management and service.
   2.加强数据资源共享。建立和完善大数据算法分析模型，提升数据资源的汇聚、管理、服务能力，形成全域数据资源共享模式，增强数据资源感知组网和服务能力，形成数字化资源共建共享格局。
       2. Strengthen data resource sharing. Establish and improve the big data algorithm analysis model, enhance the data resources' convergence, management, and service capabilities, form a whole domain data resource sharing model, enhance data resource perception networking and service capabilities, and form a digital resource co-construction and sharing situation.
   3.深化数据统筹服务。加强多网络、多平台、多端点的数据整合能力，提升数据服务管理的边界感知能力，形成多方位、多角度、多层次的数据统筹服务格局。

   （二）数据中心建设

   1.建设资源数据中心。加强基础设施建设，建设统一的综合数据资源中心，汇集灾备、民生、市政等各类数据资源，提高数据存储和调用能力。
       1. Build a resource data center. Strengthen infrastructure construction, build a unified comprehensive data resource center, gather disaster backup, livelihood, municipal and other types of data resources, and improve data storage and calling capabilities.
   2.建设融合数据中心。充分发挥云计算平台的功能优势，推动部门数据实现互通共享，形成以数据中心为主体的核心数据集，以云化为标准的数据存储服务方式。

Give full play to the functional advantages of the cloud computing platform, promote departmental data interconnection and sharing, form a core data set with the data center as the main body, and achieve a data storage service method standardized by cloudization.

   （一）加强组织领导
   1.Strengthen organizational leadership
   各有关部门要高度重视数据中心和感知网络建设工作，科学制定数据中心和感知网络建设方案，加强统筹协调，跨部门联动，确保数据中心和感知网络建设落地见效；
       Relevant departments should attach great importance to the construction of data centers and perception networks, scientifically formulate the construction plan of data centers and perception networks, strengthen overall coordination and cross-departmental linkage, and ensure that the construction of data centers and perception networks is achieved;
   （二）科学编制计划
   2.Scientifically formulate plans
   完善基础设施建设方案，加强项目管理工作，明确信息资源感知迭代升级周期及过程测控手段；
       Improve the infrastructure construction plan, strengthen project management, clarify the cycle of information resource perception iteration and upgrading, and the process of measurement and control.
